City staff has told council members the money can not be touched unless the special fund, known as a TIRZ, is officially closed so the funds can be returned to the General Fund and reallocated. The money could be used to reinvest into the Seaholm area even further or be used to address other projects and needs in the city. What is a TIRZ?
